Dog Control Orders Questionnaire

This questionnaire seeks your opinions on the introduction of Dog Control Orders. Your input will help inform the Council’s decision on how the Orders are implemented. The Council will only proceed where a case is made, with the results of the consultation being key to determining this. The consultation will run from 1st July to 30th July 2010.
Dog Control Orders: in brief

The new legislation for dog control orders covers five different offences:

1) failing to remove dog faeces
2)
not keeping a dog on a lead
3) not putting, and keeping, a dog on a lead when directed to do so by an authorised officer
4) permitting a dog to enter land from which dogs are excluded
5) taking more than a specified number of dogs onto land

The questionnaire asks for your views on these orders. For further information please refer to the Frequently Asked Questions. Please mark the appropriate boxes and give any additional information you want.
Order One: Removal of Dog Faeces
  Thinking about the neighbourhood you live in, how much of a problem, if at all, is dog fouling?
 
 
 
 
   
  How strongly do you agree or disagree that Burnley Council should use enforcement powers to issue a penalty charge if dog owners fail to remove their dog’s mess immediately from all land which is open to air and to which the public are entitled to have access within the Borough of Burnley?
 
 
 
 
 
 
 

Order Two: Dogs on Leads

  Please consider the following list of locations. Do you support or oppose the introduction of Dog Control Orders for dogs to be kept on leads in these areas? This would make it an offence to have a dog off lead in these areas.
     
  All cemeteries, crematorium grounds, churchyards and burial grounds    
  All car parks    
  All highways, pavements, pedestrianised areas (e.g. St James Street & Charter Walk, etc) bridleways and rights of way that are not in private ownership    
  Within the marked playing areas of formal grass sports pitches in Towneley, Prairie, Fennyfold, and the recreational grounds in Worsthorne, Hapton and Stoneyholme    
  Bowling Greens    
  In parts of Towneley Park: Barwise picnic area, in the ornamental gardens around Towneley Hall and on the Rabbit Walk    (crossing the golf course)    
  In part of Scott Park: in the ornamental entrance to the park near the bowls pavilions, tennis courts and play area    
  In part of Memorial Park: in the ornamental garden around Knight Hill House    
 
 


Order Three: Dogs on Leads by Order

  Do you support or oppose the introduction of Dog Control Orders requiring dogs to be put on leads if directed to by authorised officers in the interest of public safety (this would make it an offence for a person not to put a dog on a lead, and keep it on a lead, when requested to do so by an authorised officer)?
 
 
 

Order Four: Dog Exclusion

  Please consider the following list of locations. Do you support or oppose the introduction of Dog Control Orders excluding dogs from these areas? This would make it an offence to allow dogs to go into these locations.
     
  Children's play areas    
  Tennis courts and 5-a-side football/basket ball courts    
  Towneley Park Golf Courses - except for the Rabbit Walk path across the 18 hole course    
  Thompson Park (dogs are currently barred under existing park byelaws)    
  Queens Park (dogs are currently barred under existing park byelaws)    
 
 

Order Five: Limiting the Number of Dogs Permitted

As the Council currently has little evidence that there are problems with people walking large numbers of dogs within the Borough, at this time there are no proposals to introduce an order limiting the number of dogs that can be walked in certain areas. The Council will monitor the situation, and requests your views on the matter as part of this consultation.
